Explanatory memorandum on the Carbon Tax Bill – 20 Nov 2018

The design of the carbon tax is informed by the administrative feasibility and practicality to cover most GHG emissions. It also takes into account the need for a long and smooth transition to a low carbon economy in a sustainable manner. The significantly high level of tax-free allowances and phased-in approach will ensure that South Africa’s competitiveness is not being compromised. Measures are also taken to protect vulnerable households.

The explanorty memorandum explains the workings of the proposed design as tabled in parliament. Although outdated, it is included in our resource section as it does provide guidance and because the final act as such does not come with a clarifying memorandum.
