The TLAB 2020 memorandum includes Note 6, clause 7.(a) (p44) regarding the Carbon Tax Act and specifically the alignment of the tax with the carbon fuel levy. The formula is provided on which basis the carbon levy on fuels will be determined in alignment with the tax.

In addition it includes an amendment of section 6 of Act 15 of 2019, as amended by section 93 of Act 34 of 2019, clause 77. (1) (p63) concerning the cost pass-through which compensates refineries and the related formula by which this pass-through can be determined.
